AVS3 Becomes DVB's Next Generation Ultra HD Video Coding Standard

Recently, the Steering Committee of the Digital Video Broadcasting Project (DVB) officially approved AVS3, a video codec standard originating in China, to become one of the next generation video codec standards in the DVB standard system, aiming to promote the application and development of the ultra-high definition video industry.

As we all know, DVB has formulated technical standards for digital broadcasting (satellite, cable, terrestrial and broadband networks), which have been widely adopted worldwide. More than 150 organizations from 25 countries have joined the DVB system.

After nearly two years of hard work by AVS Industry Alliance, AVS Working Group, Shanghai Hisense Technology Co., Ltd., Huawei Technology Co., Ltd., Shanghai Digital Television National Engineering Research Center, Peking University, and Pengcheng Laboratory, AVS3 video and system standards (namely, T/AI 109.2-2021 and T/AI 109.6-2022) were finally officially approved by DVB as DVB's next-generation video codec standard scheme, six months ahead of DVB's original work plan.

AVS Alliance and DVB will jointly promote the overall development of 4K/8K UHD industry, including AVS3.

"Adding AVS3 to our video coding toolbox is an important milestone for DVB, especially because it is the first time that we have included the standards formulated by the AVS Working Group of China," said Peter MacAvock, chairman of DVB. "This initiative highlights the global influence of DVB solutions and the increasingly diversified nature of the media distribution technology ecosystem." Academician Gao Wen, leader of AVS Working Group, said that "AVS3 is a coding standard for 4K/8K ultra-high definition applications. Its coding efficiency is about twice as high as that of the previous generation, and it is the first international standard of its kind officially released. The cooperation between AVS and DVB is of great significance for AVS3 to go global, and will strongly support the future development of the global ultra-high definition audio and video industry."

Ding Wenhua, academician of the Chinese Academy of Engineering, during his tenure as the chief engineer of CCTV, made every effort to promote the application of AVS+standard in high-definition radio and television channels, and was deeply impressed by the AVS standard and its drive to the industry. For this cooperation between AVS and DVB, Academician Ding is responsible for guiding the overall development of the test plan, laying the foundation for AVS3 standard to become the next generation video coding standard of DVB. Academician Ding said that the AVS series standards have completed the formulation of three generations of standards, establishing a demonstration case for Chinese standards to fully support industrial development, and the standards and industrial development have also been deepening. This cooperation between AVS and DVB is an exploration of the internationalization of Chinese standards and a successful case of international cooperation.

Since May 2020, DVB has carried out its next generation coding and decoding specification work, bringing AVS3 into the vision of NGVC candidate standards, and the AVS3 application case has also been listed as one of the priority support application cases. In the DVB selection process in the past two years, with the strong support of AVS Alliance and industrial partners, it has been effectively proved that AVS3 meets the commercial needs and technical requirements of DVB NGVC. The objective performance test shows that AVS3 saves 40.09% on the average bit rate of 4K video compared with HEVC, meeting the important commercial requirements for enabling new technologies, and its superior performance has been fully recognized by DVB. In July 2021, the DVB official announced that it had prepared the development line for 4K/8K broadcast broadband TV, and AVS3 was one of the three candidate codec specifications it identified.

By July 2022, the two DVB blue book specifications A001 (Audio Video Coding Specification, DVB-AVC) and A168 (IP Network Adaptive Streaming Media Transmission Specification, DVB-DASH) containing AVS3 will be revised and approved by the DVB Steering Committee meeting. The new versions of these DVB blue book specifications will be released soon, and will be further released as new versions of the corresponding European Telecommunications Standardization Institute standards (ETSI TS 101 154 and TS 103 285 respectively).

After nearly two years of promotion and standard formulation, AVS3 has been successfully incorporated into the DVB standard system as the next generation video codec specification. AVS3 standard will be recommended to TV and video service operators around the world within the ultra-high definition industry system. This is also a major milestone of AVS3 internationalization, marking that AVS standards have a significant influence in international standards and industrial systems, and will strongly promote the implementation of AVS industrialization and international application.
